Conference “Improving the legal framework and policies on national minorities”


In Tirana, on October 26, 2016 at the premises of the Ministry of Foreign Affairs of the Republic of Albania was held the conference on “Improving the legal framework and policies on minorities: Draft Law on Protection of National Minorities in the Republic of Albania” in which representatives of all national minorities in the Republic of Albania took part, including representatives our national minority in Albania, mr. Pavlo Brajovic, President of the Association of Serbian-Montenegrin national minority ‘Moraca-Rozafa “, president of the Orthodox Association” Sveti Jovan Vladimir “, mr. Simo Ajkovic as well as mr. Eqerem Duleviq, president of association of Serbs in Albania “ Jedinstvo”.
This conference served as a platform for consultation with civil society and representatives of national minorities for the construction of an efficient legal framework on minorities which will be harmonized with European standards.
The welcome speech was addressed by the Deputy Minister of Foreign Affairs of the Republic of Albania, Ms. Odeta Barbullushi who pointed out that protection of national minorities is one of five priorities for the negotiations process to join European Union and Albania will do everything so all of its citizens enjoy the same rights under the law , therefore the adoption of a legal framework is needed so that all national minorities Albania acquire all rights regarding the preservation of national identity, language, culture, in accordance with international standards through a specific law on minorities.
During the conference were presented and obligations arising from the membership of Albania in the international institutions and on its path to European integration process while best practices in the field of regional countries and beyond were object of discussion of this event. This conference addressed and identified instruments for intervention in legislation in this area.
During the conference, representatives of national minorities expressed their views and suggestions on the content of the draft of the future law on national minorities, which is expected to be submitted for approval to the Assembly of Albania early next year.
This conference was attended by representatives of the European Union Delegation in Tirana, Council of Europe, OSCE and diplomatic corps of kin states accredited in the Republic of Albania, Ambassador of Republic of Serbia in Tirana , Mr. Miroljub Zaric and representatives from Greek, Macedonian and Montenegro embassies in Tirana.
Representatives of European institutions on rights of national minorities requested from Albanian state adoption of law on right of national minorities as soon as possible which is a necessary tool for further implementation of Council of Europe Convention on National Minorities and stated the process of adoption of the aforementioned law in Albania is due comparing to other states in the region .

Prior to the start of and during football match for Kosovo-Croatian for qualifications to the World Cup, which was held in Shkodra, a group of affiliated supporters Croatian and Kosovo chanted ethnic hatred towards the Serbian people and Serbia. They called for hanging and other forms of murder for Serbs, causing feelings of uncertainty for people of Serb origin living in Shkodra while in the same time they violated hospitality offered by Shkodra people by giving them right to play their match in their stadium. Celebration of Christmas Eve and Christmas in Vraka


Most joyous day of the whole Christian world, the feast of Christ’s birth was celebrated as usual, according to the Julian calendar in Vraka. Members of the Serbian Montenegrin national minority from Vraka and Shkodra based on ancient Slavic traditions were gathered for the lighting of Christmas Eve next to the church of the Holy Trinity in this village. Participation at the Square of the Cyrillic Alphabet in Herceg Novi


The young members of our minority, part of the cultural and artistic group Obilic in mid-August had a chance to be at the square Belavista in Herceg Novi part of the cultural event “Square of the Cyrillic alphabet,” which includes holding series of cultural programs: literary evenings, film screenings, exhibitions, concerts. Graduation ceremony of Serbian language in Belgrade


On July 24, 2015 Students from Albania who were given the right to study at the University of Belgrade within the program of the Ministry of Education and Technological Development of Republic of Serbia “Serbia for the Serbs in the region”, received diplomas of Serbian language.
